Actually, Obama did not use that strategy. First of all, Obama’s campaign didn’t use Cambridge Analytica. They had built their own huge network, which was opt-in only. They *asked* for people’s Facebook info, and, in keeping with FB’s TOS and common decency, disclosed how they were going to use it. Cambridge Analytica, on the other hand, were sleazebags. They did an end-run around FB’s TOS, collecting users’ data by subterfuge, and never got their permission to share it, which of course they did anyway by selling it to political campaigns. Trump’s was only one of them; there were others in both 2014 & 2016 – all, as far as I can tell, Republicans. (CA had clients in other countries’ elections, too.) But their targeting algorithms never seemed to actually work, so it mostly amounted to sleazy politicians paying big money to a sleazy company to invade people’s privacy on a grand scale, but for little actual gain. CA is gone now, but there may be Hydra-like offshoots.

That is a poorly worded phrase and reeks of political bias. You could say that they strategically employed them to gain an advantage in the election, but only voters actually do the electing, not a corporation.
And Cambridge Analytica isn't the first nor will be the last organization attempting to do so for both Ds & Rs.
Fun fact, the creator of Oculus, Brendan Iribe, is a family friend of one of my old friends, so I've met him a couple times. He sold it to Facebook for $4 billion and he has a building named after him here at UMD. Very cool guy
