I don't know. Following your logic we could say that the US and Portugal border each other because only the Atlantic Ocean separates them. I'm being facetious, of course, but I think you can make the case that if any body of water separates 2 cities, countries, land masses, they don't technically border each other. They both border the same body of water.
No that's not correct at all. In the oceans there are clear demarcations between international waters and a country's exclusive economic zone, in most cases anyway, I'm aware that there are a number of disputes. So there is no sense that one could say the US boards Portugal because those boundaries are well defined for those countries and they aren't anywhere close to each other.
In the case of lakes that are on borders, a border will usually be drawn on maps over the surface of the lake, and in that case you can say the countries border each other (Canada and the US over the Great Lakes for instance).

I'll give my $.02 worth on the Kinshasa/Brazzaville debate. The countries clearly border each other - there is an official border in the middle of the Congo River. I can't find any information on if either or both cities extend to the border of their respective country, or stop at the bank of the Congo River. I think if the cities extend to their National border (in the middle of the Congo River), then they border each other. If they only extend to the bank of the river, they do not. :)
