More they have industrial fishing industries - countries like Japan, South Korea, USA use high tech trawlers to fish. The countries on this list are poorer and include a lot of subsistance fishing, or labour intensive fishing methods.
Whether or not they are overfishing is unrelated. In fact this list probably has more overfishing countries since they are developing nations with less environmental regulations.
That would be like assuming that countries that grow the most food with the least amount of farmers are over farming. They just have more advanced economies/technologies and do not need to use labor intensive methods. Almost every country here is highly populated with a very large percentage of the population living in abject poverty. Primitive bank fishing is pretty much cost free and unlike farming doesn't require that you own/possess/hold a tract of land from other people and protect the crops from pests for several months.
I'm not a world traveler and don't know the regulations in every country, but in the countries I am familiar with, bank fishing still requires one to own the land from which one fishes unless one chooses to trespass and risk being cited. The alternative is to fish on public land but that usually requires the purchase of various permits. I just looked up the fishing regs of the Congo. They charge fees for all types of fishing permits just like any other government who sees a way to sneak in an extra tax by calling it a "fee". Even primitive fishing is no longer cost free.
Something tells me that the majority of fishermen in these countries aren't jumping on the Northwestern and motoring 100 miles to the fishing grounds before throwing out their lines/pots. The vast majority are fishing from the banks/wading and the really prosperous ones might have a 10 foot boat with a couple of paddles.
When you have giant rivers like the Congo, Ubangi and Kasai running through your country for a couple of thousand miles and most of your population live along the rivers, then, you have lots of fisherpeople.
