Sucre and La Paz, same country. You should have made a choice. Once one answers La Paz or Sucre, one assumes this is it for Bolivia and one looks for another country...
Just because it is the same country doesn't mean one should answer the other. They are both capital cities and they are both in the top 5 highest in the world.
There's no need to change something that is perfectly fine given the wording of the quiz just because you forgot it.
It is not a weird assumption at all, I agree the way it is on the quiz is better and more logical, once you think it through, but on instinct (reflex from conditioning by other quizzes) not as weird a thought as you make it sound.
Especially since unlike bloemfontein/capetown/pretoria they new show up on a quiz individualy (where one of them is accepted but the others are not) Atleadt not that I ve seen.
I'm wondering what metric is used to measure "most expensive." London was a lot more expensive than Washington when I visited each of them last June, even when excluding the exchange rate.
Tallinn is cheeky because you would think its like Moscow but technically Tallinn is higher because Estonia is on level with Russia but Moscow is lower

It is closer to the South (33° 55' 31" S) than Santiago (33° 26' 16" S) according to wikipedia...
