No. The People's Army of Viet Nam was the regular army from Hanoi. The Viet Cong were an organization with its own regular army as well as a vast network of irregulars, partisans, and guerillas that fought against the South Vietnamese government of Saigon and their foreign allies in South Vietnam and Cambodia. Most of the VC were from the the south but they also had help from the PAVN.
