Among the fashion elite, "black tie" (standard tuxedo with a black bow tie) is considered semi-formal. "Formal" is white tie, top hat and tails. But (especially in the US) black tie has, and is, moved more and more into the "formal" spot, as white tie basically disappears. Back in 2007 it was in the news - first lady Laura bush insisted that W wear white tie formals at a state dinner honoring Queen Elizabeth.

White Tie is common for very dressy events--the White House holds them. If you read the articles under the photos you will always be told why the President is wearing a white tie, vest... Queen holds these events as well.
They were magicians in Las Vegas who used white tigers and lions in their act. A tiger sunk its teeth into Roy's neck and dragged him offstage during a performance in the early 2000s. He nearly died, and it put an end to their Vegas show.
