Slaking has a base stat total of 670 and the ability Truant, which makes it a terrible Pokemon. It's also a very common Pokemon that is obtained early on in the game and evolves at a low level.
But Slaking doesn't fit the criteria of a pseudo-legendary. The criteria are 3 stage evolution (which Slaking does have), a BST of exactly 600 (Slaking has a BST of 670), and an extremely slow level up time (meaning they require 1,250,000 XP to reach lvl 100, Slaking doesn't meet this require meant either)
Goodra and Dragapult don't have 4x weaknesses either, nor did Hydreigon before the introduction of the Fairy type. Pseudo-legendaries are defined by BST, not typing
