The question is about hemispheres and not quarters, so France should still work - metropolitan France has territory in the Northern, Eastern and Western hemispheres, and Reunion and Mayotte are in the Southern hemisphere. However, English Jetpunk doesn't usually take the DROMs into account.
I gotta assume the South Dakota one doesn't take the ocean into account, otherwise I don't see how SD makes sense. It should be clarified, if the former is the case.
