I think I have it. The missing number is 1. It belongs in 9th place, between 2 & 8. The whole thing is a list of how many US states begin with each letter (excluding zeroes), so the 1 represents the letter L (Louisiana).

Thanks Malbaby! It was a great idea for a puzzle & I had fun (although for a while I was convinced it had something to do with Scrabble tile point values..!) Looking forward to the next challenge!

Panifex.............'colmaggio' did solve the challenge without the zeros. You say you wouldn't have guessed it without. You can't guess these puzzles you have to solve them and you do that by brain power....... just as 'colmaggio did.

Steve you've done it again, well done: To explain, the list of numbers in pairs e.g. 16 22 31 etc. each equate to a President of USA. as in Lincoln being the 16th President. If you put the first letter of the Presidents Surname in order it reads 'After the Monarch Cometh the Man" which means after George III came The President George Washington: For interest the list of President's surnames initials is: wajmm ajbht ptfpb ljghg achcm rtwhc hrtek jnfcr bcbot First 'w is' Washington and the last 't' is Trump:
