I would argue for the inclusion of Houston. The City Limits include areas like Johnson Space Center on Clear Lake (Bay), and the area around the San Jacinto Battleground on Crystal Bay. Both of those would seem to be included in the caveat "any of the numerous bays, gulfs and inlets"
Chula Vista that shares a border with Mexico comes before San Diego
The present Suffolk extends all the way to the North Carolina border, ever since it incorporated all of Nansemond County, including a couple smaller towns therein. Suffolk is also west of Norfolk, so that might explain the order in the quiz.
But if you follow the coast line, kind of coming from the Pacific side, going around San Francisco into the bay and along the coast of the bay, it makes sense. However, it would be nice, if that was more clearly specified. (Same with Honolulu following after Anchorage.)
