No one can call Ngerulmud a city. There is nothing more than a white elephant Capitol Building in the middle of nowhere built on Taiwanese money (in order to get Palau to recognise Taiwan over China). So I'm not sure what's the fascination about it in Jetpunk. The nearest settlement is Melekeok but there are only a few shops and a hotel, and the only real town in Palau is Koror which is over 20 km down south.
