Kazakhstan and the Caucasus are NOT counted. Russian cities too far east to appear on the map are excluded
The population is measured by city proper, NOT by urban area
Does NOT include cities in territories outside of Europe belonging to European countries

I don't see Warrington on the map. Also you are using three different ways to separate the thousands (1 748 916 vs 141,651 vs 53.504).
