As of 2020, Singapore had over 48% English speakers and increased by 33% since 2015. It seems extremely probable that English speakers in Singapore would have exceeded 50% by now. I would recommend leaving it off the quiz until the government publishes more current data.

"first language", while the statistics you mention are for the language most frequently used at home.
