1) There are a lot of bears in California. I think you mean specifically grizzly bears, which haven't been seen in CA in approximately 100 years. But there are plenty of black bears.

2)There is a North Pole, AK but the actual North Pole (which is what I assumed you were asking for because you reference it as "The North Pole") does not have any territorial claims to it. Meaning no country owns it.
