If the Gulf of Aden counts as part of the Red Sea, then why would Somalia not be included here? Look at a map. Why else even include that caveat? Yemen and Djibouti both have territory that extends north of the Gulf.
The fact that you have to specify about the Gulf of Aqaba is a sad reminder of how far the "actually/technically" madness in comments went. I mean, what else would it be, part of Black sea?
More interesting discussion could be, where exactly is the division between Red sea and the Gulf of Aden, ergo whether or not Djibouti should be included. I'm guessing it's at the little peninsula sticking out of Yemen and the small island next to it, but you could make an argument for moving the border up to around Assab. That would at least make a bit of sense, unlike not counting Gulf of Aqaba.
