All of Canada has French as an official federal language beside English and if it's something nationally funded, like major highways or museums or train stations, any language on it is bilingual even if damn near nobody in the area speaks French. You could go into a government building in any province and ask to be served in French, and they're required to be able to. Quebec is just the only province where it's mandated over the use of English and spoken as the most widespread first language.
