I wonder if Cotentin should be a type-in for Channel Islands, as the arrow seems to be pointing just as much to that... I was trying to work out how I'd misspelt it for a short while.

Looking at the comments, I'm reckoning that 12% is a wildly inaccurate representation of the number of people that didn't get Castilla y Leon, as well as unfair one.
