That confused me too. The only monarchy in Africa that I know of is Eswatini. I think the quiz was changed, the African cities were removed, but the caveat wasn't.
The quiz and caveats are correct. Morocco is a kingdom. Spain is a kingdom. They share a land border because Spain still has autonomous cities on the African continent.

Bit of a weirder one that is not on here. While South Africa is not a monarchy, the South African province of KwaZulu-Natal is officially a constitutional monarchy, with the King of the Zulu Nation having a few ceremonial duties. It borders Eswatini. As far as I know this is the only case where a monarchy theoretically rules a subdivision, but not an entire country, and that subdivision borders another monarchy.
