O is 100% a word. It's simply that over time, society attached an "h" to the end. Besides, it's been used multiple times in great literature. It's even in "O Canada"! P and Y and the others are just for people who don't want to spell out the full word.

It was used simply in 'O Canada' because it's a title of a book in books titles can be exotic,crazy and everything unlike grammar and spelling everything must be written correctly besides in some specific times but imagine GrandOldMan you are doing a test of college and you have to spell every word correctly or you have to restart college would you write 'O'?
