A country's "Shadow Economy" is defined as the size of its unofficial economy, comprised of illegal or informal activities. While some shadow economic activity is not illegal, activities like drug dealing, human trafficking, animal trafficking, and other illegal activities are major aspects of the shadow economy. I'm guessing Georgia is included because South Ossetia and Azbakhia are considered entirely shadow economies?
