In addition to Pennsylvania with Ruffed Grouse with a game bird, South Dakota also only has a game bird, Ring-necked Pheasant, a species introduced specifically for hunting.

Fun quiz--even though the states' legislatures have a track record of picking goofy species!

Two things. First, the Eastern Bluebird is the state bird of New York, as well as of Missouri. Second, the gull in the photo is definitely not a California Gull. The bird in the photo looks like a Western Gull; the mantle is so dark that I am wondering if it might possibly be a Slaty-backed Gull. Either way, neither of those two have ever been found with any regularity in Utah, and the bird that the Mormons remember for eating up all the pesky insects was the California Gull, which has yellow, not pink legs.
