Just the country itself - dependencies/external territories are not included.

That's an interesting one. It turns out that Saba Island, which has a mountain (Mount Scenery) on it, is a municipality of the Netherlands itself. Wikipedia's list of elevation extremes by country, which lists all countries and dependent territories separately, shows Mount Scenery as the highest point in the Netherlands.
