The quiz asks for 'countries in Africa' and not 'African countries'. So technically, Spain should count. That being said, I'm fine with not including Spain.
A couple of points. Ceuta is in Africa and so are Lampedusa and Madeira. If the quizmaster doesn't want to count these then he should say so in the instructions. To argue that "Spain (Portugal/Italy) is not an African country" is not logical. They are countries and they are in Africa. Secondly, Mali extends way further north than Niger according to my map.
Given that Spain entered the European Union, that confirms that Spain is a European Country, and all territory on the African Continent is just part of the EU.
Cyprus is an Asian country. It is geographically closest to the Asian continent. Some consider it European because it is a member of the EU, but it is definitely not an African country.
