Because they became independent the same year so both count. The same thing if you type Kazakhstan, Uzbekistan pops up

I typed Kazakhstan and Uzbekistan popped up, and before that I typed Uzbekistan and it didn't work. Please fix this!

Many things to correct. Chile became independent in 1818. Brazil and Ecuador,1822, not 1930.

It is measuring their current form of government and when it was born, not when they became independent.

Kazakhstan was the last country to break free from the USSR in 1991, so technically it should be second
