I don't think it's a far leap. The Flemish parliament is in Brussels.

The main problem is actually the definition of "Flanders".
Geographically, there's a border between Brussels and Flanders. That's the principle of an enclave. ;)
If you're talking about the geographical region of Flanders, then it's limited to the plain (approx. West Flanders, East Flanders and the French department of Nord) ; a definition that excludes Brussels and a large part of the political Region of Flanders.
The Flemish community has indeed its parliament in Brussels, just like the French community. But that doesn't make Brussels as part of Flanders, right like it's not part of Wallonia. The municipalities are under the control of the regions, not of the communities. Therefore the 19 municipalities of the Brussels Region consider themselves as "Brussels municipalities".
I suggest a change in the title, replacing "Flanders" by "Flemish community". :)
