Saying that Wigan are based in Manchester is a bit of a stretch. Even more so for Tranmere being from Liverpool.

Manchester only has two clubs, City and United. Salford City are from Salford, Wigan Athletic are from Wigan. Tranmere are from Tranmere, West Brom are from West Bromwich, you could even argue that Everton are specifically from the Everton area of Liverpool and Aston Villa are from the Aston area of Birmingham

For the sake of the quiz if I only put United and City as a clue it could be Oxford. Old Trafford is located in the Salford area of Manchester. Wigan... well it's halfway between Liverpool and Manchester BUT it has strong rivalries with clubs near Manchester area so I counted it as a Manchester Club. Tranmere is literally on the other side of River Mersey opposite to Liverpool. Everton and Liverpool is literally a local derby. Aston is an area of Birmingham like you said. West Bromwich is borderline Birmingham I'd say. This quiz is more of a iykyk quiz rather than a geography quiz so please excuse me for not being 100% accurate with whether a club should be counted as in a city or not
