Also, excluding territories is a very strange choice. It gets into a lot of grey area as to what exactly constitutes a territory.
You can generally measure distances with Google Maps. The problem is that it's always possible to overlook something if you do it yourself, plus when it's really really close, it becomes not a good tool for that anymore (not sure whether that one would actually come up ever in this particular quiz). I can try to come up with a version including territories, but I am almost guaranteed to miss something at some point/
Russia > USA > UK (Virgin Islands to the other Virgin Islands) > France (Anguilla to St Martin) > Canada (St Pierre) > Norway (Svalbard) > Denmark > Sweden > Germany > Liechtenstein > Italy > Monaco > Switzerland > Luxembourg* > Netherlands > St Kitts & Nevis (Sint Eustatius).
No idea if there's something I overlooked, but hitting France and the UK right away meant I checked a lot of island distances. Only other things that are likely to impact anything is Spain bordering Morocco, and Aus/NZ islands, and I'm tired, so I stopped here.
*Holy heck, Switzerland is almost exactly the same distance from Luxembourg and Slovenia. Within 1km. I measure Luxembourg as slightly closer, and you had that already so I'm inclined to assume you were right.
Just btw, I had done this without territories in mind (listed in the description) (including Ceuta and Melilla, which are arguably not territories in fact). It doesn't matter because I am making a new one with territories.
