You added the language Hindi for India bit the 3 cities speaks 3 different language. Delhi- HindiMumbai- Marathi Kolkata- Bangla

Yes. Karachi doesn't speak Punjabi either. In this series the language is based on what is most commonly spoken in the country. For instance in the Germanic Language version I had Belgium as a Dutch country and included French speaking Brussels and Liège.

The language and cities are independent of each other.
