I'm a bit confused by the criteria for an interstate. Isn't the 101 an interstate highway that passes through all the coastal California cities on this list except Santa Cruz?

All the three digit highways are what are called auxiliary interstates so they’re technically part of the system but are secondary to the ones shown on this list. They’re also held to different standards than the primary highways.
