It's probably related to the fact that the National Hockey League was originally Canada's National Hockey League before they let US teams join in the 1920s...
I've always been surprised hockey hasn't caught on in the Netherlands, given they're really good at speed skating. I think there's only one current Dutch NHLer (Sprong).

The irony of the Netherlands being great at both Speed skating as well as field hockey... The skaters can't play hockey and the hockeyers can't skate...
They're also on average the tallest nation, they have a lot of high level sprinters, and soccer (another sport where you have to put the thing in the back of the net) is their most popular sport. How has hockey not caught on??
The real reason is money and lack of investment. Slim chances of success on a global scale makes our National Sports Committee focus on other sports that do reel in the gold. Next to that, it is also a fairly expensive sport when it comes to equipment, and, to be part of a serious league, you would have to travel a significant distance to play matches.
Well, a quick Wikipedia check tells me that there are twenty-four Canadians currently in the NFL. Don't know if they distinguish between active rosters/practice squads. Anyway, got to be second, I assume.
Norway has a fairly weak domestic league and don't get many scouts. I found an interesting (and seemingly reliable) ranking of leagues which put Norway and Denmark at shared 20th. Most try instead to go via Sweden, since even the 2nd tier league there is a major upgrade in quality and attention. Sweden's 2nd tier league is actually the league (outside Norway) that has the most Norwegian players.

Seems like a reasonable enough place to cite one of my favorite NHL fun facts: NHL goalies get to have customized designs on their helmets. The goaltender Frederik Andersen is from Denmark, the home of Lego, and for a long time his mask design was a depiction of him in Lego form standing in front of a Lego brick wall ("brick wall" being hockey slang for a goalie who can't be scored upon). There have been many cool helmet designs through the decades, but nothing will top that.
