The Full Members' Cup was formed as an additional competition for clubs following UEFA's ban on English teams after the Heysel Stadium disaster at the 1985 European Cup Final.

Two of the five winning teams came from the Second Division. Some eligible clubs elected not to compete in the competition in particular seasons, and four major clubs never entered. The six teams that would have played in Europe in the 1985/86 campaign all took part in the one-off Football League Super Cup that season instead.

The competition took its name as a result of the clubs in the top two divisions all being full members of the League as opposed to the associate members of the Third and Fourth Divisions, hence the initial name of the present-day English Football League (EFL) Trophy: the Associate Members' Cup.
