The introduction of promotion play-offs to the Conference in the 2002–03 season saw a second relegation place added to the fourth tier, with the number of clubs going down increasing from one to two.
In some years, no club was relegated due to the number of teams in the Football League changing slightly or because a club was expelled from the League. Only one team was relegated from League Two in 2020 as a knock-on effect of Bury's expulsion from the EFL.
