Not really. I believe that it's fairly representative. You can observe it by the attitude that tourists from those countries exhibit (with the exception of Rwanda... I don't think too many Rwandans leave Rwanda) when on holiday.
Yes it is arbitrary. The referenced article offers no objective criteria or method for inclusion on the list. They don't even mention if this is based on a survey of attitudes. The author offers only anecdotal evidence to support his conclusions.
Germans can just come over as rude (similar to the Dutch) but none of that is actual racism.

And a lot of problems in Germany are caused by excessive migration into the country with it being a fact that a lot of crimes are committed by said migrants causing Germans to be quite bitter about the subject.
