Indiana, Illinois, Michigan, Ohio, Wisconsin, and Pennsylvania technically are not landlocked if you consider the great lakes connected to the ocean by the St Lawrence.

Minnesota, Kentucky, Oklahoma, Utah, Iowa, and Nevada would be the largest states replacing these 6 that border the great lakes
