Possibly because the names of the provinces come before the names of the states in the alphabet. Having them in a randomish order would give a bit more challenge though.
While the Canadian definition of the Rockies ending on the Liard River in BC is dominant, the USGS does sometimes classify the Mackenzie Mountains of the Northwest Territories/Yukon and the Brooks Range of Alaska as "Arctic Rockies." So I wouldn't say that it is completely false.
