Although its six colonies only became united in 1901, before that they were all self governed. However the "Australian Olympic Committee" was founded in 1895, before the first summer Olympic Games. This committee covered all 6 colonies, therefore it is always stated that Australia participated at the 1896 and 1900 Summer games, although not officially being a single Country.
A similar situation is how the United Kingdom has never been represented "Officially" at the Olympic Games. Instead it has always been Great Britain, which is the island consisting of England, Wales and Scotland, discounting Northern Ireland. So although this is not a "Country" it has still participated in summer Olympic Games.
