Well Taiwan has a population of 23.5m, and since southern Japan is just 1200km (the islands are even closer) I imagine it's quite easy to get to by boat or plane. So if we say 2.3m of that 4.2m above are unique visitors, then that gives at least 10% of total population visiting each year.
The last few islands of okinawa are about 60km away from Taiwan but the international flights leave from okinawa's main island more like 300km away but still not so far. Not so easy to get there by boat (i've tried!). There are roughly 10 flights a day from Naha, Okinawa which means around 500k visitors do that route assuming they are all unique. The majority must be going to the mainland (probably Tokyo).
There are a lot of budget airlines now that fly between Taipei and Japan. I was actually very surprised when I researched our trip to Japan to see these flights were so cheap and abundant.

The source also combines North Korea and South Korea into one region called "Korea" making no distinction between the two, but it's pretty safe to say it's not tour groups of Pyongyangites on holiday to gawk at the lights of Shibuya. One day maybe!
I find it interesting that so many Chinese and Korean people visit Japan given they've historically had bad blood with the country. Maybe it's just the governments of these countries that hate Japan and not their general population? If someone has an explanation, I'd be interested in hearing it.
If you look at the numbers, you'll see that a significant percentage of people from Taiwan, Hong Kong, and Singapore visit Japan each year.
Now extrapolate to the population of China.
As China grows richer, and demand for foreign travel grows, Japan will be absolutely overrun with tourists from mainland China.

Living in a huge country like I do, I guess I don't realize how common int'l travel is for people from smaller countries.
i mean like even though not a country, it is quite a significant visitor population, couldnt be neglected.
maybe the title should do countries/regions that visit japan the most to avoid political misconception
