But it's not the EU flag, originally. It's the flag of the Council of Europe, of which all European countries (but Belarus) are part of. So it's not really incorrect to use it as a flag for Europe as a continent, and not only the European Union.

Eurovision is referring to the song contest by the Eurovision network. Nothing you really need to know if you ask me. Switzerland is always a good guess here because it was founded there. Eurozone has to do with the currency Euro. Not all European countries use it. And the European Union is a political and economic union of mostly European countries. Again not all of them plus the Asian country Cyprus.

The best information I could currently find (checking various sources and disregarding the outliers) is that on the list should be Iceland Norway Denmark and Luxembourg. (and no Estonia or Liechtenstein)

This seemed like one of the more reliable sources: https://databank.worldbank.org/source/world-development-indicators/Series/IT.NET.USER.ZS#

(I wonder how Estonia ended up here, since on none of the sites I visited it seemed to be close (around 90% for several years). However it is alphabetically right next to Denmark, so perhaps looked at the wrong one? This does not work for Liechtenstein -> luxembourg though, because lithuania would be in the way.)

Curious what source was used originally.

Slight nitpick... "with French as AN [rather than 'its'] official language (not including France)" would be more accurate, since 'its' implies that French is each of these countries' ONLY official language (which is true for Monaco, but not for Belgium, Switzerland, and Luxembourg--all of which have at least one other official language)
