Actually I did make them up, but it took me longer to think of them than it would have searching wikipedia for Russian serial killers.

My favorite is the Slasher of Irkutsk. unfortunately, if the guy existed, he wouldn’t have too many people to “Slash”

According to Wikipedia, he "Paris of Siberia" as apparently Irkutsk is known, is home to over 600,000 souls. He'd have a few to choose from !
