This doesn't just count Greater London, which does indeed have a population of around 8 million, but also some surrounding areas. This makes some sense, because a boundary drawn around a city will always be meaningless after any level of urban sprawl, and it will include some areas that are not London but from which you can get to London going through only basically built-up areas. The methodology is designed to give consistent populations when what would actually be considered one city in different countries is defined differently, but I feel the figure for London is an overestimate (even though I can't find a consistent methodology that would give a better answer).
It looks like Chicago just misses the cutoff at ~9.4 million people, according to Google. I'm surprised; I know people are fleeing Illinois because of how screwed up the state's finances are, but I was SURE there were >10 million there.
Chicago has been so close to 10 million for a long time. But I don't think they will ever get there. The value proposition for living in Chicago is not great: high crime, terrible weather, outrageous taxes. I hope they turn things around because its still a great city, but things are not looking good.
The crime is a serious problem, but it is generally confined to a few areas in which it is an absolute epidemic. Most of the city is safe. The weather is awful. Taxes are brutal, but the city is attracting a lot of businesses and with them a lot of white-collar talent that can afford the high taxes. There are new condos sprouting up on every corner. Not my kind of aesthetic, but I'm a transplant myself, so I can't really judge.
Was just back in Chicago this summer. There are some nice areas. But there were times it didn't feel safe at all. Especially on public transit when the guy across from me was playing with his switch blade.
The urban area has about 13M people though
