I added the Marshall Islands. Also, Canada was part of the Louisiana Purchase

By which you mean a very small part of Canada - parts of southern Alberta and Saskatchewan were included in the Louisiana Purchase. For a few years, the US owned some land north of the 49th parallel - largely owing to some rather careless drafting rather than anything more sinister.

If a country is 'occupying' another even in part, how is it not 'partially controlling' it to use your instructions?

By Partially Controlling, I meant that they didn't have to control the entire country.
