I know about the Grimsey Island of Iceland which lies to the above of the Arctic Circle but it's too small to be visible by the naked eyes on a large map like this one and so I'm excluding it.

Since I won't be including Grimsey Island so there's no question about Kolbeinsey Island which only remains visible in low tides. For more information please refer to the Wikipedia article of Kolbeinsey Island.

A small part of the mainland of Iceland also extends north of the Arctic circle, at both the northwest and the northeast.

I'm afraid this is not true, but the caveat does not exclude Kolbeinsey, a remote rock 66 km north of Grímsey that belongs to Iceland and is heavily affected by erosion. So Iceland should still appear on the list. Why was it even excluded? Part of it lies north of the Arctic Circle and it belongs to the Arctic Council.

It's completely true that the US is generally over mentioned, but it's kind of fair because it is one of the largest, most populous, and is generally very involved with the rest of the world.

I do think that Iceland should be included... after all, it is a "country in the Arctic Circle". Maybe just include a circle or arrow pointing to Grímsey Island. If people complain, tough luck, because there's not an easy way to argue against Iceland being part of the Arctic Circle because it's a fact. Unless sea levels rise and engulf Grímsey Island, I feel that Iceland should be an answer. If people miss it, at least they learned something cool.

Alternatively, you don't have to include a caveat, because istg I feel like no one reads them. Maybe just include one of those grayed out boxes that says "Iceland(Grímsey Island)" that is provided beforehand, like in the 'Northernmost Countries by Continent' quiz, at this link. That way, people won't complain about not being able to see Iceland on the map, but others won't argue about it being excluded altogether.
