They were not the first and second 'conventional' bombings by a long chalk. Also, Hirohito was the emperor and a figurehead and his involvement in the war was conveniently whitewashed by the U.S. for a smooth running occupation of Japan after it was over. Hideki Tojo was a 'leader' for a great part of the affair. The U.S. let Hirohito live to the ripe old age of 87. He died in 1989.Tojo was hanged as a war criminal in 1948.
