A fun quiz idea, although there's a certain degree of subjectivity that makes it hard to say what should be on here or not.
Personally, I would argue that these Pokemon in the quiz do actually have arms: Budew (the wrapped up things above its head, it opens them in some animations and you can see the flower buds), Cherrim (as seen in its sunshine form), Togekiss (it has wings that should count as arms), the entire Vanillite line (tiny spikes on the sides of the cone/ice cream parts), Honedge and Doublade (they have the same cloth part as Aegislash, which they use to hold their sheaths), and Klefki (its keyring is made of two arms that come together to make a loop).
Also, Pokemon that are missing that I would argue don't have arms are Horsea, Kingdra, Barboach, Eelektrik (I know you're counting regular fish fins as arms, but none of these have fins on the sides, only on the top or the back), as well as Pumpkaboo and Tapu Bulu (that last one's up for debate - its two limbs have always struck me as legs rather than arms, but the other tapus don't have legs so maybe Bulu's are just weird arms too)
Plus you could add gen 8 Pokemon too if you wanted
