If Canadian provinces/territories were included, Alaska would have a minimum elevation difference of roughly 760 ft above the Yukon high point of Mount Logan, Michigan would not count as its high point of Mount Arvon is roughly 300 ft lower than the highest point in Ontario, New York falls roughly 100 ft short of the Quebec/Newfoundland joint high point. Washington would also not be on this list, as the BC high point of Mount Fairweather is ~900 feet higher
Adding Mexican states to the identification of US states would not change anything. The only US state on this list bordering Mexico is California, and the Nevada high point is higher than either of the high points of the Mexican states bordering California.
