Local government in the United Kingdom is complex and varied. For a start, the UK is divided into four countries: England, Wales, Scotland and Northern Ireland.
England consists of 63 unitary authorities, 36 metropolitan boroughs, 26 non-metropolitan counties, 32 boroughs and one Common Council of London as well as one Council for an achipelago 45 km (28 mi) off of the southwest tip of the island of Great Britain.
Northern Ireland is divided into 11 districts.
Scotland is divided into 32 unitary authorities.
Wales is divided into 22 principal areas.

It should be noted that England has an additional 6 metropolitan counties and 192 non-metropolitan districts, all of which fall under the 'higher tier' authorities above for at least some portion of local governance.
Good quiz. Update - as of April 2021 Northamptonshire has been divided into two unitary authorities - North Northamptonshire and West Northamptonshire.
Wow, absolutely gorgeous quiz! It's a shame local government in the UK is so confusing. I would love to see a quiz that includes the lower tier of those two-tier units, but that's just me craving really big quizzes ;)
By the way, Cumbria is no longer a two-tier non-metropolitan county. It has been replaced by two unitary authorities: Cumberland (from merging the districts Allerdale, Carlisle, and Copeland) and Westmoreland and Furness (from Eden, South Lakeland, and Barrow-in-Furness).
