Each clue relates to the previous answer. For example, if answer 1 is Ireland and clue 2 is "...Which declared independence from this country", then answer 2 is the UK.
I think it is an example of trying to set oneself up as a credible speaker. It was written when the Netherlands was declaring independence from Spain, and the writer of the anthem didn't want to appear to be against the divine right of kings, just against imperial rule of the Netherlands by Spaniards other than the king (like how people who disagreed with monarchs in the past have often blamed mistakes on their "evil advisors" to avoid committing treason).
