Technically yes, but the word "Council" has been omitted from the answer table for all the others (probably to avoid repetition), and that's all that Comhairle means, so it is more consistent to just leave it out here.

It's not hard to memorize at least 13 of them. 6 for the big citites (Edinburgh, Glasgow, Aberdeen, Dundee, Perth), 3 for the famous island chains (Shetlands, Orkneys, Hebrides), 2 famous battles (Stirling, Falkirk), plus Borders and Highlands.

Why does it accept "Outer Hebrides"? That's just incorrect - it might refer to the same island chain as Eilean Siar / Western Isles, but that doesn't make it the council name.....
