Yeah, the title/description on this quiz are phrased kinda strangely - and thus it's a bit confusing.

Really, we're just talking about the network density, so I'd lean towards saying exactly that: "Countries with the densest railway networks on average".

IMHO that would relieve some of the confusion. Because it took me several reads of the description at first before I was certain I understood what the quiz was getting at.
