The papal infallibility question is debatable. For example, some argue that John Paul II invoked infallibility in Evangelium Vitae. There is no definitive list of infallible statements.

That's correct that there is no definitive list, but papal infallibility has, since its clear definition in the First Vatican Council, been something that popes have seemingly wanted to be clear about when implemented.

That is, they will say something like "this statement is carried by the weight of papal infallibility."
